A year after a Midtown Manhattan mass shooting claimed the life of security officer Aland Etienne, a new law bearing his name is taking effect.

The Aland Etienne Safety and Security Act will raise the minimum wage for New York City security officers to more than $22 an hour beginning in January. The law also phases in health benefits, paid vacation and paid holidays over the next two years.

Etienne, a Brooklyn father and 32BJ SEIU member, was killed while trying to shut down the elevators inside 345 Park Ave. during the July 28, 2025, mass shooting that left four people dead.

Union leaders say the legislation could benefit nearly 82,000 security officers across the city and is the first private-sector minimum wage law enacted in New York City since 1964.
